I thought awhile ago rce was changed so it could be used with running shot and HSS but then I read some say that HSS and RCE can't be comibined so which is it? and could someone point out where this was found.

RCE can never - nor has ever been able to be combined with HSS or Running Shot.
Under the current rules - any power that is deemed a Power Action cannot be combined with any powers or TA's that allow a Ranged or Close Combat Attack or a Ranged or Close-Combat Action.
Remember, there are three different definitions:
Power Action
Ranged / Close Combat Action
Ranged / Close Combat Attack
Each one is very different from the other. And every TA and Power specifically says which (if any) are allowed to be used.
MoE now allows for both Ranged / Close Combat Actions and Ranged / Close Combat Attacks - but still does not allow ANY Power Actions.

ok I see hss and RCE but the indy rule book does not say you can not combvine running shot and RCE or charge CCE in fact it does say action inthe definition for both speed powers. It also only says that damage may not be increased when useing them.

You may never give more than one action (other than a free action) per turn to any character in your force.

You get one action per turn. Running Shot uses up an action; Range Combat action uses up an action; HSS uses up an action; so you can only select one of these powers at a time.
Note HSS states you get a free attack not a free action.

Actually here is a little clearer reason why you can't combine Charge and RS with CCE and RCE:
CHARGE (optional): Give this character a power action. Move this character up to half its speed value and then make one close combat action as a free action.
RUNNING SHOT (optional): Give this character a power action. It may move up to half its speed value and then make one ranged combat action as a free action.
Notice how they are written:
First you give your fig a Power Action. Then, after moving half your speed - you can "then make one close combat (ranged combat) ACTION as a free action.
RCE and CCE are both Power Actions - so they are not allowed because you can only take a non-power action.
If they were worded to say "then make one Power Action as a free action" you would be able to use RCE / CCE.
That should clear that all up.

The confusion is the fact that Ranged Combat Expert has the word Ranged Combat in it. And the same goes for Close Combat Expert and Close Combat Action.
RCE is NOT a Ranged Combat Action. It is a Power Action.
Likewise, CCE is NOT a Close-Combat Action. It is also a Power Action.
