I am sure this has been posted elsewhere, but I would like a definitive, comprehensive answer. Sorry if this issue has been beaten to death.
Sinestro puts up a barrier.
1.) Has he successfully has blocked LOS/LOF for all figures, including figures standing on elevated terrain? (IE so they can't outwit him, and rail his weak defense).
A barrier is placed on Sinestro by Blizzard.
1.) Do the same rules apply?

Yup. A barrier blocks line of site and line of fire to and from a sinestro construct and a sentinal. It doesnt matter who put it up, the barrier blocks both parties.

The big figure Sinestro’s large size means that characters do not block line of fire to or from a big figure Sinestro. Big figures on the same elevation block line of fire to other big figures. Blocking terrain blocks line of fire to a big figure Sinestro as normal
And from the General FAQs--

2) A Barrier is a Barrier, no matter who puts it up.
In my day, we didn't have Heroclix. If you were being attacked by Superman with a 3d dumpster, you just had to hope you could outrun him.
The Sentinel rules say you can take 2 free actions against two different targets, or 2 free actions against a single target. These free actions may be power actions, ranged combat actions, or close combat actions.
I know Barrier is a power action, but it is not targeted.
I can see multiattack w/TK since it is targeted, but not Barrier.
Only correction---you asked about an elevated figure. If Sinestro is attacking or being attacked by an elevated figure, the LoF between them is the same as the LoF between two elevated figures. This means that a grounded Barrier would not stop LoF between Sinestro and an elevated figure, though an elevated Barrier would.
Rulebook, Elevated Terrain
If an attacker and its target are both on elevated clear
terrain, nothing affects the line of fire except elevated
hindering or elevated blocking terrain and other elevated characters.
If a grounded Bullseye targets an elevated Sentinel and his LOF crosses elevated hindering terrain in which the sentinel is not , does he get a -1 on his AV ?

Considering that the Sentinel would have to be on the edge of the Elevated terrain for Bullseye to have LOF, I don't see how this situation is possible....
