does the sheild TA give you +1 to both targets like enhancement does? Or is it +1 to the total damage befpre you divide it up??

It works like enhancment. It add a +1damage to all the figures hit. It just requires an action to use. And the fact that it is a TA and not a power, lets it work with RCE makes it a great TA.
