Please correct me if I'm wrong, and even if I'm not, can someone tell me where I can find the ruling. Or if its just something basic in the rules, (I'm still figuring out the different actions...what are they again) just where it is.

Before: You could not PERPLEX any value on a character who was going to use RCE or CCE.

Now: You can PERPLEX any value except their base damages.

Per the Indy PAC, on the last line of RCE and CCE.

"No other powers may increase this character's damage value or damage dealt when this character uses Close Combat Expert/Ranged Combat Expert."

They've emphasized that the damage value can not be increased, but other abilities like Police/Hydra and Perplex can be used for the attack.

You can perplex the range or attack and you could always use TA's w/ CCE/RCE and/or perplex down the defence of the target. FYI.
