Green Arrow is great.
Nightwing is great.

I love dual incaps. IMO the only time Incap should be on a fig is when it has 4+ range and 2 bolts. Otherwise its just a total waste (looking at you Catwoman, Black Canary). Sure, you can give Push damage in close range, but most of the ppl you need to Push will kill you in close range in one shot.
Anyway, yes. Incap now that its a Ranged Attack is beautiful, double so with 2+ bolts.
Who's Rupert? An LE? Or from Indy? I only do DC and Marvel and lack LEs. But yes, that does sound lovely.
I'm waiting for them to do Spidey right. Super Senses, Leap/Climb, and dual Incap at 4+ range. he's got two arms, and both have the webshooter, darnit.
I also forgot Moleman. His V is great at Incapping. Stealth, 4 range, dual incap, Mastermind. Sit him in the right spot and use fodder, and he can help control the terrain for you with his LOS blocking fodderpals.
Wow, Rupert is now love to me. Yes, Rupert is pretty darn ruling there. Imagine an all Incap team w/him, Boomerang, Green Arrow and Archangel.
And I guess the Bats wouldn't be too bad either.
In my opinion, incapacitate is one of the top three most powerful powers. It deals damage to any figure (unless they have willpower), you don't take mystic damage, impervious can't roll against it, you can't mastermind incapacitate, and with other characters combinations with other powers (coff! Batman!), they become monsterous. If a character has incapacitate, I think they have what it takes to hurt KC supes. Now if only you could incapacitate power cosmic characters and big figs...
