If they are a flyer with HSS (Amazo, LE and KC Superman, Jessie Quick), no you ddo not have to stop on hindering terrain, as well as thier movement is not cut in half (as long as they are a flyer with HSS), other wise yes they woiuld on both (Nightcrawler, Flash).
