OK so here are a gaggle of questions that are always up for debate at the comic shop that we can never seem to pin down exact answers for:
1. Those air conditioning units - are they considered elevated, hindering or what? I mean can i walk over them. Can i land a flyer on one and their passenger not...or visa versa?
2. Seeing Elevated Figures - ok so an elevated figure can see anyone on the ground in their field of view as long as it's not someone with stealth hiding ON hindering terrain, BUT what about the reverse? Can nayone on the ground see an elevated figure (who doesn't have stealth) regardless of whether or not there are characeters in front of the shooter looking up?
3. Barrier - if i encircle a character in ice, fire, carbonite, whatever - can an elevated figure see them? For that matter can an elevated figure see over a straight line of blocking terrain to the person behind it or agian, visa versa..can grounded see elevated?
4. The wild card TA - can someone give me an example of when/how many times i can use a wild card TA and when exactly i can declare it or not?
5. Rule of Three - Does that count for things like energy explosion and pulse wave as well?
6. If the rules for using a team ability or power have the word "target" in the description (as in something like, 'if this character is the target of an attack') then the power used against them couldn't be pulse wave or any other rule without the word 'target' in it, is that right? Uhhhh does that make sense?
7. Which powers/TAs work in a chain of characters? (Like if 12345 are all friendly and 3 has the Defend power, does everyone in the line share it?)
8. lets say a green lantern is carrying a maximum load of 8 charcaters...or at least he is now in the center of 8 friendly figures, adjacent to all. Adjacent to him at the 3 O'Clock position is Bane. AT his 1 O'Clock position is a stealthed (or not) Invisible girl. There is no one at his 12 O'Clock. Does invisible Girl block my line of sight to TK Bane anywhere I want?
9. If someone raises a barrier (or there is one already up) and I destroy a piece of it, does that create a square of hindering terrain? If it does, how long does it stay there for?
10. It's my turn and i wanna move a guy who's already in hindering terrain through more of the same terrain. Do I move normally or do i only move 1 square and stop.
11. Smoke Cloud - If i encircle a non-flying, phasing, leap climber in smoke cloud and they move through a diagonal section of 2 connected smoke counters, do they have to stop there? Is that the end of their movement?
12. Does Hypersonic Speed work with Exploit Weakness?
13. Exactly which powers can be utilized with multiple arrows?

From what I have been told the AC units are Elevated Blocking Terrain. The only way to top those is to fly, Leap/Climb, Phase, etc...
2. Seeing Elevated Figures - ok so an elevated figure can see anyone on the ground in their field of view as long as it's not someone with stealth hiding ON hindering terrain, BUT what about the reverse? Can nayone on the ground see an elevated figure (who doesn't have stealth) regardless of whether or not there are characeters in front of the shooter looking up?
Based on your example, grounded figures will block the line of fire to other figures, elevated or not.
5. Rule of Three - Does that count for things like energy explosion and pulse wave as well?
Yes. The rule of three affects every stat on the combat dial, except for point value, number of eligible targets, etc.
7. Which powers/TAs work in a chain of characters? (Like if 12345 are all friendly and 3 has the Defend power, does everyone in the line share it?)
No, in your example, only figures 2 and 4 will share 3's unmodified defense. It does not transfer down the line.

A destroyed barrier creates hindering terrain, that I believe disappears at the beginning of your opponent's next turn

The figure moves .5 his normal speed value.
12. Does Hypersonic Speed work with Exploit Weakness?
The close combat version allows for close combat attacks. EW requires a close combat action. They are two separate things.
13. Exactly which powers can be utilized with multiple arrows?

I think I am right, until I press 'Submit Reply' and say "D'OH!"
1. I think they are elevated. Sort of like a smoke stack on top of a building (i.e. doubly elevated). Of course they aren't high at all so line of sight/fire can only be drawn to the building top as long as the air conditioner is not on the edge of the building.
2. Figures on the ground can see an elevated figure who is not stealthed as long as they are within the 180 degree arc of the character if the character is at the corner edge of a building. If he/she is at a side edge, then it is a 90 degree arc.
3. Barriers are supposed to go up so far up even soaring characters must move around them. At least that's my recollection of the most recently rule change.
4. Once per action (power actions are a little tricky). If someone wants to outwit you and you have a Batman Ally, you can say Batman Ally. If the same outwitter now charges at you, you can declare Mystics, for example. If you are knocked out within that action, you cannot declare Fantastic Four since you already declared Mystics.
5. Don't really know what you are saying. Pulsewave and EE are downsized anyway. I guess you are asking whether or not you can perplex up the 1 damage those will do (pulsewave when within range of 2+ people). I say "no" since those are unmodifyable damages (except by way of enhancement/shield with EE in which case it can be booster. PW cannot since it ignores team ablities and powers).
6. Don't understand what you mean exactly. The big concerns are PWing when no enemies are around, which apparent is alright (perplex bomb cheese tactic). I think it should be FAQed to not allow this. Mystics damage does not work against PWers, Poisoners, Incapaciters as the first two do not target an enemy and the third does 0 damage.
7. Defend Power only works for 234 if 3 has it. If 2 and 4 have it. They can share with 1 and 5 for whoever of the 5 characters has the highest defense. TAs that work similar but not exactly like the defend power are JSA, Batman Enemy, Defenders, Hydra, Police, Sinister Syndicate.
8. First, if he carried 8 or is now surrounded by 8 he would not have an open 12 o'clock position. However, if no one is there, Bane can be tossed up to 10 squares in a straight line through the 12 or 3 o'clock positions if Bane starts at 3 o'clock
9. Barriers that are turned into rubble I think disappear after the turn.
10. If a character moves within same hindering terrain, he can move up to half his speed value. It's just like exiting an moving into clear terrain.
11. Hindering terrain squares that are connected on the diagonal are considering continuous. Yes they would have to stop.
12. No, HSS is a "move" action. EW is a "close combat" action. HSS allows for a close combat "attack" but not a close combat "action."
13. Incapacitate, Mind Control, Energy Explosion, Running Shot, HSS, Psychic Blast. I don't think there are any HSSers with more than one arrow though.
On No. 5 You can perplex up a PWers damage when he/she pulse waves as long as they are within half range of one character and your perplexers are out of range.

The AC units are considered Elevated Blocking Terrain (or EBT). They follow rules of all thier own. First, only figures with flying, Phasing, or L/C can end an action on top of these squares (even if a flyer carries a figure to these squares). And I still don't know what happens when a non-flyer loses his L/C when on one of these....
Anyway, these squares are not considered adjacent to normal elevated squares, so close combat attacks are not possible, but ranged combat attacks can be made (with rules similar to attacking elevated characters from grounded terrain)
Also, the squares can be destroyed as normal blocking terrain(leaving rubble behind).

Grounded figures do not block LOF when drawing LOF from a grounded figure to an elevated one, or vice versa.

No either way. The only bloching terrain that the LOF can pass through either way is the line of blocking terrain (marking the edge of elevated terrain) that the elevated figure is standing in. Any other blocking terrain will block LOF.

You can use 1 TA per action, both yours, and your opponent's. As for when it must be declared, it depends on the TA to be copied. The Batman TA, for example, must be declared before the dice are rolled. If you wait until after the dice are rolled, the attack is assumed to have happened, and it is too late to go into hiding. For TAs like the FF, you must declare the TA before damage is applied to the character (before you know if the figure is KOd or not). Not quite the simple answer you were looking for, eh?

Yes, and no. Under the Universe rules, the damage for EE and PW is considered a replacement value, and is not itself subject to the rule of 3. However, any modifiers you add to that are.

PW ignores powers and TAs anyway, so that is not a factor. But other powers (Poison, for example) does not target characters, so does not trigger powers or TAs that require that figure to be the target of an attack. For example, Poison will not trigger the Mystics TA, or activate Super Senses.

The Defend power itself can only transfer it's DV to adjacent figures. If 3 is the only figure with Defend, then he can only transfer his DV to 2 and 4. However, if 2 and 4 also have the Defend power, then 3 can share his unmodified DV to 2 and 4, who can then transfer that new value (from 3) to 1 and 5, since the Defend power is considered a replacement value, not a modifier. The same also applies for the Defenders, JSA, SinSyn, and Batman Enemies TAs. The Police and Hydra TAs are modifiers, and work completely differently.

If GL is surrounded by 8 characters, then the only direction that you can TK a figure is in the direction that the TKd figure is standing in. However, you would not be able to TK in a diagonal direction, because you cannot draw LOF between diagonally adjacent figures. The bottom line is, though, that friendly figures do block LOF for TK.

Destroying a block of Barrier produces a square of hindering terrain that goes away at the same time the Barrier normally would.

Your movement only ends when you enter hindering terrain from non-hindering terrain. Adjacent squares of hindering terrain are considered continuous, even if the image on the map is not. Also, when you begin your movement in hindering terrain, your normal speed is cut in half (rounded up).

As I stated above, adjacent squares of hindering terrain are considered continuous. In this case, the moving figure is considered to have "entered" hindering terrain, and immediately stops. However, on his next movement, he is not actually in hindering terrain, so his speed is not cut in half.[/color]

Quite simply, No.

Just so I understand this better, why can't a phasing character end on top of EBT? I suspect this has something to do with the PAC stating "This character may not end its move in blocking terrain." (I have found this statement confusing in the past also.)
If a phasing character can end movement on a roof, why not on top of an air conditioning unit? If the AC unit was 4 square blocks in size instead of one (or even two blocks in size), could the unit end movement there?

Wow that's something i totally missed. I had always thought, they just couldn't reach it by themselves...
I believe this is because the taxi and the passenger must end movement at the same elevation. Dropping the passenger on a 1 square EBT would place them at a different elevation from the taxi.
Wow, I didn't know that about hindering terrain. I guess it doesn't come up that often. Are there any particular maps you know of where this may be a problem?

Now that I read the FAQ, it doesn't say anything about moving through the diagonal between hindering terrain squares, only about drawing LOF through it.

Not sure what you mean by "problem". Where I encounter this most is when I have a stealthed figure sitting on hindering terrain. When the time comes that I want to move that figure, it's movement is cut to half of normal because I am beginning a movement in hindering. So if you have a stealthed figure with 8 movement, and you want to move to another spot of hindering terrain to keep from being exposed, the next spot of hindering terrain must be within 4 squares.
