I know when making a ranged attack on a soaring figure from the ground, the attacker's range is halved. Does this also affect Outwit, Perplex and PC?
Secondly, I've got two adjacent flyers, both in soaring mode, one with telekinesis. Can the TKer TK the other character and change him from soaring to hovering mode if I only move him 9 squares?

Yes, all range is halved when grounded figures use an action (free or combat) to affect soaring ones.

Yes. Par Exemple: Quasar and Amazo are soaring...Quasar can TK Amazo up 9 or the full 10, and Amazo can complete his movement. On the other hand, TK can not be used to change elevation for a character from soaring to hovering and vice versa.

The answer is no, you can not TK a figure into a different flight mode regardless of soaring->hovering or hovering->soaring.
