looking at the glossary of the new universe rulesbook i se the first entry is "0 damage" saying that 0 damage powers can have their damage increased, so this means i could incapacitate somebody, and perplex up the damage and hurt them too? I couldnt use RCE because thats action not attack tho....

Well perplex wouldn't work, but if you incapacitate someone using Enhancement or the SHIELD ability, then yes, you can give them a click of damage and incapacitate them.
