Surfer does as far as I know. Galactus under scenario rules does not. As for Galactus as a force you've got me

So, pretty much you have to mark Galactus for his first two actions, but starting on his third action the tokens become meaningless. Can anybody shed light on how this is in any way, shape or form different from scenario Galactus rules??

As Gentlegamer said: rules consistency. Also, Galactus follows the rules for big figs in that it can act every turn whether it has 2 tokens or not. Only his team ability makes him so much more useful as he doesn't take push damage each time he does this. Surfer and any future normal figures with Power Cosmic team will not be able to take any non-free actions unless there is some way to override the normal push rules, such as the Big Fig ability to continually push.
ANother Question about Galactus: The TA says he cannot be outwitted (powers cannot be countered), but the rules for him say on a roll of 5 or 6 he can be. Which is right?
