Can you use RCE and HSS? Not HSS attack up close, just shoot and run? Kind of like Running Shot, only you can keep moving after the shot and use RCE. I don't think you can. Hope this makes sense!

No, you cannot. HSS allows for ranged combat attacks only. RCE is a Power Action.
