The Charter/Mission Statement:
A Marvel Set, For the Fans, By the Fans

Stated Purpose: We the fans, in order to create a more perfect Marvel Heroclix expansion set that more accurately portrays our favorite characters or otherwise depicts our favorite characters that would otherwise likely not be made, hereby come together as a community to endeavor to create such a set. This creation, though using rules and game mechanics created by WizKids Inc. and characters privately owned by Marvel Inc. is meant solely for fan-appreciative purposes. At no point in this entire process do we intend to profit from this work (nor will we condone others to do so), which we intend to present free-of-charge to any and all fans at an internet website to be determined later.

This fan created set, whose name is to be determined later by the Heroclix community of HCRealms, will have no physical production and will instead consist of a series of characters, their Heroclix dials, suggestions/instructions for fans wishing to create Heroclix game representatives of the set’s characters (both the printed dials and the actual models), etc. Again, the entire set will be presented by we the fans to any and all who want them free-of-charge, though it will be necessary for those wishing to ‘collect’ the set to do all the work to create the actual physical models and their dials on their own.

In the End: Once all is said and done, the following will be available to the other fans free of charge:

--Character list and images (but not actual figures)
--Recipes for conversions of the above characters
--Downloadable Stat Dials
--Downloadable Cards

Rules of Creation:

1. The set is to be designed as closely as possible to mimic the ‘basic’ WizKids designed Heroclix expansions as they commonly appear now. For example, the set should be 97 figures following the WizKids ‘rules’ - weak characters in the low numbers, strong characters at the top end, roughly 12 to 16 characters are women, etc. Uniques are either uber-powerful or characters that haven't changed much over the years or costume variants. In addition, it is our intention that the set will contain the standard number of BFC/Feat/By-Standers, a to be determined number of LE/SRs of the REV figures in the set, one giant/double-based figure and possibly a to be determined number of ‘con exclusive’ or ‘mail-away’ LEs.
2. To the best of our abilities, we will attempt to adhere to WizKids’ already established trends/policies in Heroclix regarding the Marvel universe. For example, any/all created members of Alpha Flight/Thunderbolts will be given the Avengers team or none at all, we will limit ourselves to those team abilities/super powers already in the game and no new ones will be created, no new game mechanics will be created, etc. Note, however, that new ‘rules’ or ‘team abilities’ can be added to some degree via newly created BFC/Feat cards by following WizKids-established ‘rules’ regarding Heroclix expansions.
3. The theme, title and character composition of the set will be determined by the fans via popular vote on various threads posted to HCRealms by Boneyard or another leading member of the community involved in the creation process.
4. All aspects of the creation process will be open to all members of the HCRealms community. Once character selection has been completed, various discussion threads will be created to allow for all fan suggestions regarding the specific character’s to-be-created dial, their model and/or costume, etc. Once a pre-determined amount of time has been elapsed, the specific creation groups or cabals (the composition of which is still being determined – Speak up if you wish to be involved in one of these!) who have volunteered their time to this project will do their best to accurately create the character’s specifics for the set (dial design, actual dial layout (i.e. created in a specific program for download), instructions/suggestions for converting the model in question, etc.
5. Once the project is well underway, all the above will also be performed for the various cards, LEs, etc. that the set will contain.
6. Once all is said and done, a to-be-determined website will be chosen to host the entire set, which will then be freely available for download by anyone who wants it – FREE. No money is to ever change hands regarding ANY aspect of this fan-created Heroclix set.
