Once per game, choose an adjacent opposing character and place Bill Cipher on its card. Place 3 Puppet tokens on Bill Cipher's card and remove 1 at the beginning of each of your turns. As long as Bill Cipher is on that character's card, modify attack +2 and once during your turn he may target that character with Mind Control. Whenever there are no more Puppet tokens on his card or he misses with Mind Control, after resolutions, remove Bill Cipher from the opposing character's card and place him in your starting area on click 2.
