Call the judge? I'd tell everybody at the venue, right then and there. I'd bet that nobody else would be happy with it either. Even if the judge and the staller are friends, let's see how they hand a room of mutinous players...
As a judge I would of said he doesnt have 4 minutes plus if he just sats there, it would of been stalling. If he didnt take my warning to heart, I would of DQed him. Also Dr.zoidberg; if I want playing at your venue in the Galactus or Starro events and you did your houserule I would report you. Sorry these events are suppose to be ran a certain way. Stalling is fixable by judge. Running is cowardly but is legal if done in a timely fashion.

People with more points don't need to chase him or forfeit, unless you are only talking about build totals. They can just keep passing and win. Also, there is no requirement that you try to improve your position. If you can gain the edge by even one point, it's completely legitimate to run away for the rest of the game and win.

If you have HSS and dont even attempt to make an attack after basing somone than you are not trying to improve your position. Sure you may need double sixes but you have abetter chance at getting double sixes if you actually make an attack.
You may have a better chance at double sixes if you make the attack but you also have an equal chance at getting double ones.
The other player definitely should have asked the player and judge to show him where in the rules it states you can take 4 minutes for a turn. That's simply a ridiculous statement and there's nothing in the tournament rules that support it. If I had been the judge and the other player had called me over I would have told the staller to either move his figures or pass within the next minute or he would be disqualified. And I would have timed it and stood there to watch the remainder of the round. It's bad enough when people stall but at least try to act like they're not stalling. To just blatantly sit there and "run out the clock" w/ no intention of moving is totally inexcusable.

The thing is that all the participants agreed to run it this way. If just one person says no, we wouldnt have run it that way. It has to be all or none.
So a question to all the judge's who have posted replies. What would you have done?
If it was brought to my attention, I would tell the guy that there is no 4-minute rule. I would tell him that this constitutes a warning. I'd keep an eye on the game and se what happens.
The rub is that this player is surely going try and stall by using up as much time arguing. To this I would reply that the guy had a very short span of time to return to his game. Non-compliance would be a DQ.
I would then, as soon as I had access to a computer, send something to WK's envoy support to make the incident known. (This is probably unnecessary, but I like to cover my butt.)

Not one thing listed is even remotely stalling as long as the guy wasn't taking an inappropriate mount of time to pass or zip away. Passing is legal. Turtling is legal. Running away is legal. Sitting in soaring with your non-flying, 0 range opponents on the ground is legal. Nothing says that you must improve your position. By the way, if I only have Nightcrawler left and you are within range...running away IS improving my position. Why do people feel that the only valid strategies are offensive ones?
Actually, for these events, it has to be none. The rules were laid out for the event and the literature provided for the event was very specific on how to run these events and what penalties may occur for not running them accordingly.
This is why I have suggested that WK add a small hour glass to each starter set. The hour glass would give 2 minutes to each players.
The advantages...
1. No stalling for an unlimited amount of time.
2. The hour glass is turned over at the end of a players turn by the player, this way there is a clear end to their turn.
I know this would not fix everything after all a person could still run away once their points are higher, however running away from a fight is much more comic book acurate then time standing still for the entire comic book universe while the outside player stalls.
That's a GREAT idea. I absolutely hate house rules where "well, we play this way". That's like house ruling Baseball. Yankee stadium rules differ from Padre rules.

So a question to all the judge's who have posted replies. What would you have done?
I haven't replied (but followed the discussion), but the full extent of what I would have done include...
Inform the player that he is "mistaken" about a 4 minute rule and that all actions, including passes MUST be performed in a timely manner. Hopefully that would be all that is needed, but if not...
If there was an "problem" with the player on "understanding" this I would Remind them that as per 1.14 of the HC Comprehensive Tournament rules, all Judges rulings during an event are final.
(if "understanding" is still not achieved) I would inform him or her that s/he has until the count of three to take an action or pass or be disqualified, and if I observed anything else that appears to be intentional stalling the same penalty will occur.
(concurrently with step 3) Provide them with Darius_Dax's contact info ([email protected]) and tell then they can send complaints to him.
Note that the time I had to take to explain this is added to that matches play time (if extensive).
Note on the player's card "NO FELLOWSHIP" (kind of a no-brainer there though...)
