That is not the order of events.... In my opinion the proper order would be:
1) Batman is given a close combat action to use exploit weakness
2) Because Batman has been given a close combat action, the condition for BCF is met, but its result(roll a d6 and replace DC) is delayed by the wording of the power(after a successful attack roll)
3) Enemy rolls shape change, rolls 1
4) Batman Heals
5) Batman rolls attack roll, hits
6) Batman rolls BCF, rolls a 5
7) Enemy takes 5 penetrating damage
I like this theory
In this vein of thought, it would be meaningless to heal from a click without B/C/F onto a click with B/C/F, yes?
Exploit Weakness would work, because the action was already given and unlike Flurry and HSS, EW does not have a line saying the action stops if the power is lost.
For BCF. Because of the power starting with "When this character is given a close combat action" I would say that the "when condition" is met when the action is given. The result is just waiting until after the successful attack, so I'd say BCF would work, based on previous rulings

So I can give Batman a Close Combat Action without B/C/F showing on the dial and roll for it if it shows up after healing from Empowered? Or are you saying that as long as you give the action with B/C/F showing you can still roll for B/C/F even if it's not showing after you make a successful attack roll?
