Since the new carded Arisa costs LESS than I paid, do I get a refund? lol.
Can I recruit characters as 'Green Lantern Recruit' and then work them up to the figure I want?
Can we convert IXP into Recruitment Points? If I want more characters instead of Feats and Constructs, can I use some of my fully upgraded figures points to help speed up recruitment?

Actually, yeah. Retirement penalties were removed so you can "retire" and rerecruit Arisa at her lower point cost. The downside is losing all her experience and a smaller team total. I don't want people gaming the system by doing this over and over to get extra recruitment points but as a one time thing if you're never gonna use the old Arisa? Go for it.

No but (and this may not have been put in the rules, yet) you can sell back feats for IXP. This is mostly for when you buy a couple feats for a 70 point character and then Wizkids comes out with a 200 point version and you'd rather just be closer to getting the new dial.

Ok, I just read the new rules set up, love it! I guess then I'll get hot on changing my pogs into full clix and I'll get a team together for next issue when it's ready to post?
Recruitment happens at the end of my next arc with would be issue #18 correct? I just finished my #16 which was the crossover with Gargan.

I had just recruited her and she didn't have much in the way of points. I'll only do it though if I need the points to recruit somebody for my story. If can drop her down and recruit someone to do a good story I will, otherwise I'll play it where it lies. I may want Kyle or Kilowog. I have some ideas cooking in my head. One idea I have was some new recruits placed under my current characters. (Hence my half serious question about the GL Recruit.)
If a character has multiple costs on one dial (Like John Stewart), can I use the lower cost one? Or do I have to wait till I buy the whole dial?

You're talking about 165/95 point John? You can upgrade to the 95 point "half a dial" version without having to unlock the 165 point one.
Constructs are bought with IXP as if they were feats. You can swap between them as normal in game.
Relics....are problematic. I haven't found a good way to use them except as (essentially) custom feats over in Metropolis.
As a game mechanic, they are basically "Spend X points and roll. 1-3 you wasted those points. 4-6 and you're getting at least twice X in value." Either way, not great for balance but ymmv. From a story perspective, it's stilly to spend a turn trying to put on a ring, it's silly that it'll fail half the time and it's silly that the character will still have all their GL powers even if they can't put on their ring.
Relics actually are allowed to reroll, so now the game mechanic is sit on one square and roll a d6 once a turn, if 4-6 this happens, stop rolling. If 1-3 nothing happens, keep rolling.

While I realize that this may not happen, I personally think it would be cool to see a justice league/ GLC crossover where for that arc only Batman gets his GL dial.

I should point out that, for game balance reasons, this should probably be limited to those GL figures that have the "construct symbol" on their dial, I.E. all the participation prize figures for the War of Light event. Otherwise, that's the job of the Central Battery.
Of course, if Jack and everyone want to rule otherwise I'm not against it, just recognize that those characters were specifically designed with the option to start the game with a construct as part of their cost.

In Metropolis? What relics am I using?
The relic system we have works up to a point I think, as long as the player takes the time to build the relic into the story instead of the other way around. The question of the Green Lantern rings is a tricky one, but in my opinion adding one to one of your characters would represent them putting a SECOND ring on their other hand in order to boost their power (maybe they're moonlighting as an "Alpha Lantern"?) As Jack pointed out, even if Hal leaves his relic at home he's still got all his normal stats and powers, which represent a human wearing a ring.
So my advice would be to use relic GL rings to represent someone loading up on one or more extra rings for story reasons, or else to recruit an untrained member into the corps. Which could be very useful if you did want to write a story following Kilowog training some new recruits; pick out a suitable substitute dial (like say, Drax from Guardians to represent an alien from a bloodthirsty warrior culture) and assign the ring to him, and now you have your fledgling lantern recruit, complete with an appropriate keyword.
As a comparison, I would never buy the "Doctor Octopus Tentacles" and actually assign them TOO Doc Ock (eight tentacles? Crazy!) but they would be perfect to represent an upgrade to my Octo-bot (Spider Slayer) robot, which currently lacks any higher-point dials to upgrade towards.
Jack, I have a story nugget for weapon X, but I can't send it to you until I get home. It involves one character and some guest stars for an upgrade for that character.

Does anyone know if Allan Scott is still alive? I don't really have time to dig through all the JLA issues to where he gives Kyle his ring (I remembered that!) and see if he is still around by the end.

Since you've got a long running book where you're coming up with your own plots in a setting that doesn't overlap the other books, I doubt I'll feel the need to change anything. I'd still rather look at it before it's posted.
Alan Scott is alive and well on Earth. I believe this is his last appearance.
