Hi all and welcome to the latest iteration of the RPSC.
Basically, the RPSC is an ongoing story campaign where each player controls a team of superheroes represented by Heroclix. As your Heroclix team battles villains, they gain experience, upgrade to new dials and recruit more teammates.
Each Heroclix match is treated like a comic book issue, fully or partially written by the player that controls that Heroclix team.

Part 1 - Creating Your Team
1a) Choose Your Initial team
Each team starts at 400 points. You can recruit up to 400 points of characters and the remainder becomes Recruitment Points.
Every character starts at a certain point cost and can use all dials of an equal or lower point cost. As characters gain experience, you can upgrade them to higher point values, unlocking new dials along the way.
When initially recruiting a character, they start at one of the following point costs:
*The cheapest carded version of the character (including alternate versions with similar power sets like Ultimate Captain America but not including Alter Ego dials or dials with a different power set like Green Lantern Batman).
OR
*Any point cost that the character had been previously upgraded to.
Once you have worked out who you want to on your team, pm the editor (currently me) for approval. Sometimes there might be story reasons why certain characters are not available for recruitment.
1b) Determining Your Maximum Squad Size
For normal games (called 'Issues' in the RPSC), you cannot use your whole team. Instead you must select a squad to use for that issue. To figure out the maximum squad size you can use, start with the total point cost of all your characters, round it to the nearest increment of 100, then halve it and add 100 points.
In other words X = Team point total rounded to the nearest 200 points
S = Maximum squad size S = X/2 + 100
So if your initial team is over 300 points, you'll round that up to 400. Half of that is 200, and then add 100 means you will start with a 300 point squad.
As your team size increases, so will your maximum squad size.
Part 2 - Upgrading Your Team
2a) Gaining Experience
Each characters gains experience to use toward upgrades in the following ways:
1 IAP (Individual Achievement Point) for every click of damage you deal.
2 IAP for every KO.
1 IAP for every action token you give to an opposing figure.
1 IAP for every click of damage healed with support.
1 IAP for mind controlling an opposing figures or other similar zero damage attacks.
1 IAP for preventing an opposing attack from damaging a friendly figure with defend, probability control, perplex or any similar effect.
Up to half the experience for an action may be given to a character that increases the damage of that action (enhancement, perplexing damage), makes the action more likely to succeed (prob controlling a miss into a hit, outwitting super senses) or allows an otherwise impossible action (tking into range, outwitting stealth).
Every 4 IAP gets converted to 1 IXP (Individual Experience Point).
Clarifications:
You may gain experience for dealing damage past what is required for a KO.
If you deal damage and give an opposing character tokens in the same action, you may only gain experience for one or the other, not both.
Mind controlled characters that deal damage, KO opposing characters, etc, gain experience for the mind controller.
The last character to damage a character who self KOes (via pushing, mystics, etc) gets experience for the KO.
2b) Upgrading Your Characters
At the end of an arc, you may spend a IXP to upgrade a character to a more expensive point level, unlocking all dials below that point level.
Upgrading costs IXP equal to the point difference between the current version and whatever version a character is being upgraded to.
For instance, upgrading a 50 point figure to a 65 point figure would require 15 IXP.
2c) Recruiting New Characters
After every game, your team gains recruitment points, 10 for a win and 5 for a loss.
To recruit a character, the team must pay recruitment points equal to that character's point cost.
Like with your starting team, you may recruit the cheapest carded version of a character or any more expensive version that the character had previously been upgraded to.
Part 3 - How the RPSC Works
3a) Your Story
Each player controls a team of characters like the Avengers or the Justice League.
The editor sends each player story notes and they write a short intro story that ends in a conflict. The conflict is then played out in a heroclix match. The editor then sends story notes based on the outcome of the game and the player writes a short ending story.
Some players come up with their own stories altogether but still send to the editor for a once over to correct any grammar/continuity errors.
3b) Arcs and Annuals
Stories are grouped into three-issue (game) story arcs with recruitment and upgrades only taking place at the end of the arc.
At the end of each arc, all characters are awarded bonus IAP based on how large the point gap is between the current version of that character and the next cheapest carded version.
1-15pts = Roll 1d6
16-30pts = Roll 2d6
31-45pts = Roll 3d6
46-60pts = Roll 4d6
61pts+ = Roll 5d6
Once every 12 issues, all teams will play a special issue called an Annual. For this issue, you can use your entire team. At the end of your Annual, you may upgrade, recruit and gain bonus experience as if the Annual was its own arc.
3c) Training
Between issues, you can play a training match to earn extra experience for your team. Training matches are played as a normal games only without the story.
Experience and recruitment points are awarded as normal for training matches.
Part 4 - Everything Else
4a) Buying Feats and ATAs
Feats and ATAs cost twice their point value in IXP.
You do not have to assign an ATA to all characters on your squad with the corresponding keyword.
4b) Using Substitute Dials
Not every character has been made in heroclix yet. If you really want to use a character that hasn't been made or only has one version, you can talk to your editor about using substitute dials or even custom dials.
4c) Retiring Your Characters
At the end of the arc, you can "retire" a character in exchange for their current point cost in recruitment points. That character becomes available for other teams to recruit.
4d) Duo and Team Bases
To use a duo figure, simply recruit both characters and unlock enough versions so that the total point value of the two characters is equal or greater than the duo figure's post cost. Experience gained by duo figures is divided equally between the two characters. When using the split mechanic, you can only use dials you've unlocked.
Team bases work the same way, requiring characters that add up to the team bases's total cost and only allowing unlocked figures to be used for the solo adventure mechanic.

Already part of the RPSC? Here's how the rules have changed
1) Team experience has been replaced with Recruitment Points. Your team has Recruitment Points equal to your TXP divided by 2, rounded up. You no longer need team experience to upgrade figures.
2) Multi click pog characters have been removed.
3) Your now recruit characters at their lowest CARDED version instead of their lowest version. You can still field the uncarded versions if you want.
4) At the end of the arc, all current teams may distribute 100 IXP among their characters, up to the amount of experience each requires to upgrade non carded/pog figures to a carded version. If you have left over IXP or choose not to use all of it, the remainder is added to your Recruitment Point total.
5) Reservists rules have been removed. All reservists may be fully recruited at half point cost or retired and used as guest stars.
6) Training matches provide full experience.
7) Your squad size is slightly bigger.
8) Injury and death rules have been removed in favor of occasional story specific risks of death or injury penalties.
9) You no longer have to send heroclix teams with your issue intros. Both the hero and the villain will create teams at the same time after the issue is posted. The villain team will have some balance based restrictions.

Hey ho! Been a long time since I checked in. (4 years!?!?! where did the time go?!?!?!) Glad to see RSPC is still active. For the newer people, I'm the guy that ran the GLC for a couple of years.
I'm poking around a bit, I have been too busy the last couple of years to do much with Heroclix, but a new job and I find I have some time again.

I'm poking around a bit, I have been too busy the last couple of years to do much with Heroclix, but a new job and I find I have some time again.
Hey ALC. Has it really been that long? Good to hear from you and congrats on your new job.
You planning to pick up the GLC again? Jade, Hal, Katma and the rest are still chilling out in space with some shiny new dials.
JoH - I haven't played a game in over a year and haven't played regularly for two. The HC rule changes were just to fast, breaking and expensive. In about that order. I haven't kept up with any of the new changes. I could help out as a copy editor though, If you have a weaker writer, I would be happy to read through and help them as that seemed to be a problem in the last iteration. I might villain a game here or there.
I'm currently thinking about how to do a Herolympics, and that will be a big and time consuming project, and one I want to finish this time as the last several were left hanging.

Go ahead and add your points now and make any retroactive upgrades or recruitment. You can use your new dials/team members in the next issue.

I'm going to try to get Weapon X and Teen Titans notes out this week. The Teen Titans epilogue that I put down ~6 months ago needs one major plot change so it's taking longer to get to Cyon than I hoped.
Had a nice breakthrough in an important home project so I'm left with a bit of extra time to devote to catching up.
