can you use these powers at the same time?

like can u use V Hal and do running shot successfully hitting a fig. so the fig takes 4 damage(2+RCE) plus move up to 10 spaces with the telekenesis? if this works holly !@#$

RS allows for a ranged combat action as a free action.

RCE and TK are both Power actions, so you cannot use them with RS.

Also, you can give a figure only 1 non-free action in a single turn.
