You do not need to be within the figure's range. You only need clear (not blocked) LOF to the target.

There actually is no such thing as LOS in Heroclix. But range and LOF are two different things. LOF measures whether you can draw an unblocked line to the target regardless of distance. Ranged measures the distance regardless of whether it is clear or blocked.

The PD ability only needs LOF, not range.

And if IG is Stealthed then the DEO can't draw LOF...

There is no range limit for the PD TA. The only thing that the TA requires is a Line of Fire to the target, and that the figure be adjacent to the figure making a ranged attack.
