He basically gets three "regular" actions per turn.
So G can take a move action to base the cleverly Stealthed Martian Manhunter, a cc action to stomp him with Exploit Weakness, and then take a rc action to target three figs with Energy Explosion.
Yes like any big fig he can act every turn, continuing to push even after 2 turns. But with Power Cosmic TA he doesn't take any push damage for doing so.
Wait wait wait.... Can a smaller big fig (a.e. Sinestro/Sentinel) Move and then attack, using their Regular Multi Attack? Can Sentinel do two consecutive Running Shots? Hmmb.

The Sentinel and Sinestro cannot use Move Actions as part of thier multi-attack, but they can use Power Actions. So, they cannot move, then attack, but the Sentinel can use 2 RS Actions.

Galactus ignores Stealth, and all TAs that emulate it. Heh heh heh.
Only the Scenario G ignores Stealth. The Force G does not. Only the Force G can use the Cosmic Multi-attack, so the above example is a perfectly good example of a Cosmic Multi-attack.

When acting as a force for a standard game, Galactus doesn't get to ignore Stealth or it's TA counterparts. Only the Scenario version of Galactus ignores them.
