For any number of reasons I have been away from the game for several months. Including all of Unleashed, Universe, and Ultimates. Can someone point out any significant rules changes? One that has come up in the one game I played was RCE and PErplex. I think you can basically perplex a RCE shot one time to meet this Rule of 3 deal? Or enhance or Shield TA for that matter. What else is new? Or have I missed? RCE can also be spread around to multiple targets (assuming multiple lightning bolts) correct? But no RCE and RS?
RCE cannot target multiple characters. Whoever did that to ya was cheating...hehe =)

Ummm....if you played under the new rules from IndyClix, there aren't really any big changes. There are some new powers and team abilities, but the basic rule structure is pretty much the same. Do you have anything more specific you want to know about? =)

Anyway, another big change that came about due to the Rule of 3 is Enhancement and the SHIELD TA. Previously, both added to the damage dealt by an attack. Now, they add to the Damage Value of the attacker. Now, on a single target attack, there is no difference. However, when you couple it with EE and/or multi-target attacks, it gets more complicated.
For example, V Cyclops (Ult) has 2 targets, 4 Damage Value, and EE. Now, if he does a normal attack with 2 targets, he splits his 4 damage among the targets hit. With one Enhancement, previously, he would divide his 4 damage (say 2 to each of 2 targets), then add 1 to each, totalling 3 damage dealt to each. Under the Universe rules, Cykes Damage Value is raised to 5, which he divides among the targets.
EE can be a killer too when combined with 2 or more targets. For example, you have 3 opponents lined up in a row like this:
ABC
Cyke targets A and C with EE, and has 1 Enhancement. (Assuming you roll high enough to hit all 3 figs.)
Previously: EE drops Cyke's Damage Value to 1. Target A is hit for 1 damage, and 1 splashes over to B. C is also hit for 1 with 1 splashing over to B. So, A is dealt 1 damage, B is dealt 2, and C is dealt 1. Then Enhancement adds 1 to each, making the total 2, 3, and 2 respectively.
Under the Universe rules, it would go more like this:
EE drops Cyke's Damage Value to 1. Enhancement adds 1, making Cyke's new Damage Value a 2. Cyke then deals 2 damage to A, with 2 splashing over to B. C also is dealt 2 damage, with 2 more splashing over to B. Now, the Total damage dealt to A, B, and C is 2, 4, and 2 respectively.
I hope this illustrates the differences clearly...
