Rules for generating starting areas in the new skirmish format:

Game Setup: [...] To determine starting areas, each player counts the number of characters on their starting force, then rolls 2 d10 (1 representing the tens’ digit and 1 representing the ones’ digit) that many times, rerolling duplicates. For each rolled number, place a starting marker in the corresponding square. Squares containing starting markers are considered starting areas for all game effects (though they are removed when characters are being placed and are not considered starting areas after that point). [...] Once all starting markers are placed, players may place any special terrain they have, starting with the first player. Special terrain must still be placed at least five squares from a starting area. If special terrain cannot be placed, it awards its
consolation bonus instead (if it has one).

2. Game Setup Continued: Beginning with the first player, each player places their objects on the map in squares that aren’t occupied by a starting marker. Special objects may be placed within five squares of a starting area. Once all objects are placed, each player, beginning with the first player, removes a starting marker and places one of their characters in that square. When the last player in turn order places a character, reverse turn order and repeat (aka Snake Drafting). Repeat this until all characters are placed.
Question: the generated starting areas may be used by any player? Or each player generates the starting areas that only he/she will be using?
Game Setup clearly shows that the Starting Markers are a shared pool between the two players, because at no point do the rules make any distinction between the markers based upon which player placed them.
I think there's actually a problem with how the starting areas setup is worded.

As written, I read the "rerolling duplicates" phrase as only applying to the rolls made by that individual player. This means that two players could roll matching numbers and there wouldn't be enough starting areas for every figure which is clearly not the intent. Though I can see it being read and interpreted the correct way as well, it is rather ambiguous (in wording, not intent) and could stand to be cleaned up a bit.
Honestly though, it doesn't matter who rolls to determine the location of the starting markers. There just have to be enough rolls to create one for each character on all the starting forces.

Yeah, that bit does need cleaned up. It just needs to say something along the lines of "the player collectively roll 2d10 a number of times equal to the number of starting characters on all forces, rerolling and duplicates".
