What keywords do you look for when using like "powers"?
I wanna truly understand the relationship and what to look for when using powers that are the same, but have effects placed on them and how to distinguish them.
For example:

(Attack) INTERCEPT THE PROJECTION: Telekinesis. Whenever a character is placed by Telekinesis, after resolutions you may place that character within 2 squares and line of fire of their current square.
(Damage) MANIPULATE FROM ANOTHER DIMENSION: Probability Control with a range value of 12. When Mister Oz uses it, he can use Improved Targeting: Blocking, Elevated, Characters.
So Mister oz can change direction with his Tk. If he wished. So when we add:
Reality Gem
INDESTRUCTIBLE EQUIP: ANY UNEQUIP: DROP EFFECT: This character gains an extra [TARGET]. Perplex, Telekinesis. When this character hits, if the attack roll was 10 or higher, after resolutions they may generate a standard heavy object and then can use Telekinesis at no cost. (Can repeat if you roll 10 or higher.)
If Oz happened to hit with a 10 or higher and uses the at no cost TK, I assume he can't control the direction after resolutions (If he Tks himself) since its not his special TK, but granted by the item.
I'm just trying to figure out when its possible for a character can use the benefits of their special power and an item special.
One that seems to work would be these 2:

(Special) Snag and Drag: When Robin uses Incapacitate and hits, after actions resolve, Robin automatically breaks away and may move 4 squares as a free action and then places the hit character in an adjacent square.
(Special) That's My Bike!: When Robin becomes the pilot for SoG #V002 Robincycle, the vehicle may be given a non-free action this turn.
(Damage) Road to Detective: The combat values of opposing characters adjacent to Robin cannot be modified if the modification would increase the value.
Christmas present:
Equip: Friendly Unequip: KO EFFECT: FREE: Roll a d6. 1: (You're No Fun, Batman) Christmas Present is KO'd. 2-5: (Pie in the Face) This turn, this character can use Incapacitate with a range value of 3 as FREE. 6: (Drop the Family... Off) Choose an opposing character within 6 squares and line of fire. That character can't be given actions except MOVE actions during it's next turn.
This could work because Robin isn't given incapacitate as a trait. (I assume) He could also use it when he does actually get incap on his dial to snag and grab twice....Correct?
Sorry for the long post, I just never understood when special powers intersect with object given powers.
The figures you're mentioning give basic powers and a benefit when they use said powers. These are worded "when [name] uses [power]," so they'll apply off any use. For an example of something more restrictive, I'll bring up my favorite Rat King.

Pawns in My Game starts with "He can use Mind Control as if he had a range value of 6," so right away it's a special version of a standard power. Continuing with "when he does," it's referring to "Mind Control as if he had a range value of 6," so it doesn't apply to general Mind Control given by, for example, Mind Gem.

Queen Bee uses the much more standard "when she uses it" regarding her Mind Control power, specifying that it only applies to this Mind Control.Let's say she had the Mind Gem and rolls a 10 on her special Mind Control. Mind Gem would trigger and allow her to use Mind Control, but now we're just using the basic one. It's not her natural Mind Control, so the "when she uses it" clause doesn't apply. The same thing goes for if Rat King got it; he won't get the improved targeting for this basic Mind Control.
To note, Oz is a bad choice for your question because it's not dependent on his use of TK... let's look at his power a bit closer:
INTERCEPT THE PROJECTION: Telekinesis. Whenever a character is placed by Telekinesis, after resolutions you may place that character within 2 squares and line of fire of their current square.
Now, it's not saying his use of TK or "this use" or a few other syntax options that would indicate it, it's saying when a figure is placed by TK... including when an opposing figure uses TK (as an example).
As a general statement, if a power refers to itself (and not a statement like "when ___ uses TK..."), it only applies when activated by that source. It's also the more common context once WK got a better grasp of how to write powers after the first few carded sets.

Yea...I convey the words pretty badly. Sorry and thank you. This has always been a bit confusing and my examples didn't quite help.

(Attack) Total Control of Gravitons and Anti-Gravitons: Graviton can use Telekinesis. If he uses Telekinesis to move an opposing character, he may treat that character as friendly when he does. If he has no action tokens, he may use Telekinesis as a free action, but only to target an object.
(Defense) Debris Shield: Graviton can use Energy Shield/Deflection and Toughness.
Combined with:

Graviton can't do the 5 damage per free Incap since his dial specifically says when he uses incapacitate (meaning his version).
Also I assume the Rat king cannot benefit from his 6 range mind control when the gem mind control version would be activated.
Actually, Graviton is the perfect example because he had both clauses in different powers!
First, his incap power... "Graviton can use Incapacitate. When he does..."
The "when he does" is the part that says it has to be that use of it, not from any source. You are correct in that.
Now his second power... "Graviton can use Telekinesis. If he uses Telekinesis..."
The "if he uses TK" part is a separate statement from the fact that he can use it so if you have him the reality gem and he rolled a 10, he could use that part of his power with that free TK. Crazy to have both instances on the same figure, huh?
As to your Rat King question, you're right because it says he can use MC with extra benefits so her couldn't use those benefits with any other source of MC.
