I'm new to clicks but the way the outwit rule is worded in pac seems to me like its saying a person with no range can only outwit someone adjacent or at a minimum of 6 squares away its confusing to me

It means if you can always outwit someone 6 squares away (as long as you can see them), but if your range is above 6 you get to use the larger value.

"Minimum range" means any math that checks your range for this effect always has a minimum result of X. People commonly use it with Outwit, Perplex, & Probability Control, but it has other applications, too. My favorite is giving Scarface to Alopex. When she uses Hypersonic Speed, Scarface's "minimum range 4" makes the math into: 0/2=4

To perhaps clarify:

Minimum range value of six means that, even if your range is zero, you can still Outwit as if your range was six. If your range is higher than six, you would use the higher range value. Several powers give you a minimum range when you use them.
