Cool, thanks for the replies...
Is there by chance a Judge out there who can back this up?...the guys I play with won't agree or disagree w/o a judge's call...

And really, you shouldn't need a judges opinion on this one.
As already stated, HSS only allows for close combat attacks, not Close Combat Actions.

Both Quake and EW require Close Combat Actions.

Now, since both require a Close Combat Action, neither can be used with HSS.
Also, since both powers require Actions to use, they cannot be used at the same time, as you cannot give a single character more than one non-Free Action in a single turn.

Universe Rulebook page 13, Turns and Actions:
You may never give more than one action (other than a free action) per turn to any character in your force.
So you see, you don't really need a judge's help here...
