Sideline Point Value and Star Trek Transporter Characters
"Unless an effect allows otherwise, characters with multiple or variable point values must be used at their highest point value while on your Sideline."
The various Star Trek title characters have variable minus abilities that spend Title Points at a rate of one point greater than the tens value of a character on the sideline to bring that character into play.
Numerous of these possible character options have multiple point values. In light of the quotation above, am I correct in thinking I cannot put a character on my Sideline at its cheaper point cost for use with these Transporter effects?

That is true, but what about characters like Reginald Barclay who have 2 point values but only 1 actual starting line, who pay to gain extra back dial clicks?
I would imagine you'd be stuck in that case, since you can't choose but the one starting line. Nothing else in Transporter would allow you to choose a point value.
I believe the last time they made a relevant ruling for this, you had to use the higher cost. I think it was for AOU Wonder Man and his ID Card, maybe. Either way, I think by default, you are still choosing a starting line, you just have to use the highest point value for that line.

Barclay (or Ensign Crusher) has only one starting line, you can't choose it and had to use it at its maximum cost.
Characters like Cosmic (or Qosmic?) Commander William T. Riker has two starting lines (at 125 or 100 points), so the TRANSPORTER Title Ability let you choose any starting line (with its corresponding cost). Unless wizkids said something else, of course...
