Hey guys, just a quick query. Anyone know if assigning a target for 200AD and Ultimate X-men characters means they can only now increase their AV by two more because of the rule of 3? Is it a replacement value or a modifier? The PAC didn't seem clear to me on this issue.

It's a modifier and subject to the rule of 3.

AV is only replaced when using the Sinister Syndicate and Batman Enemy TAs.
