SUMMON HELP FROM THE VENOMVERSE: When Venom Dr. Strange hits an opposing character, if no character has been placed this turn, after resolutions you may roll a d6. 3-6: Choose a character on your sideline whose name includes "Venom" of equal or less points to place adjacent. This game that character can't be carried, replace, or be replaced, and returns to your sideline at the beginning of your next turn.
As far as I’m aware, it has been stated that there are 2 different “place”s in here: placed from within the map -and- placed from off the map.
The first mention referring to “within the map” and the second mention being “off the map”
If this is all correct, theoretically, could one bring in a Venom Dr. Strange, who brings in a Venom Dr. Strange, who brings in a Venom Dr. Strange, who brings in a Venom Dr. Strange? (As long as nobody was placed from within the map that turn)
(Also you can’t choose lower starting lines, right?)
PLACING
Some effects instruct you to “place” a game piece. This
means you take the game piece from the square(s) it
currently occupies on the map and immediately place it
into a designated square (or area) on the map. When a
character is placed, it is not moving, and does not need to
break away or calculate its speed value.
Placing a game piece onto the map from off the
map (including at the beginning of the game) isn’t the
same as the game term “place” discussed here. “Can’t
be placed” effects stop Telekinesis, carrying, knock
back, and any other effects that choose a character
already on the map and place it elsewhere on the
map, but do not affect “placement” from off the map
onto the map.
Venom Strange's power is only checking to see if a character has been placed from off the map, since that's how his power works. Other Venomverse traits are concerned with the other definition of Place.

This is incorrect. Strange is using both definitions of "place". The OP is correct.
