I know they are keeping the points cost low but NO close combat expert? What? Would it have killed them. I mean 2 damage? He can't really hurt anybody.

Mr. "MPRO", You are over looking the fact that Batroc has Precision Strike and late dial Exploit Weakness

Looking at Batroc again in light of the new rules. Ability to not have to clear after 1 action benefits Batroc quite a bit. If I understand the rules, on his second action he can side step twice, close attack once for free, then close attack a second time as an action.

So he can potentially do 4 damage on his first 3 clicks, 2 with precision strike. And if he can survive a 17/15 defense on his last 2 he'll deal 1 penetrating.

He's much better now for the points.
