To me, this seems fairly straightforward. Perhaps I have been playing this game wrong for a long time, but my understanding is that if you Outwit my Impervious and I Outwit your Outwit, my Impervious comes back.
With that in mind, my question has to do with this guy's trait:
"ADAPTATION- When a friendly character that's adjacent or has the Borg keyword is targeted or damaged during an opposing character's action, after resolutions opposing characters can't use any standard power(s) activated during that action for the rest of the turn. Protected: Pulse Wave."
If someone targets the Borg Boarding Party or an adjacent friendly character with Outwit, my understanding is that they then can't use Outwit and whatever power they just Outwitted can be used again. Essentially, he gives adjacent characters and friendly Borg SAFEGUARD: Outwit.
Am I correct in thinking this? Would it work the same way for Perplex?

Outwit dose not require an action token to activate
Outwit wasn't activated during that action, but before.
I believe his question is, would it work the same as Outwitting Outwit, and if not, why?
With Outwit, his (and my) understanding is that if someone Outwits a power of one of your characters, and then you Outwit that opposing clix's Outwit, your character would then be able to use the Outwitted power because the Outwit is no longer in effect.
OUTWIT FREE: Minimum range 6. Choose a target opposing character within range and
line of fire and then choose one: any standard power -OR- a special power printed on the
target’s card. The target can’t use the chosen power until your next turn.
Special ADAPTATION:When an opposing character is given an action to activate a standard power and that power targets or damages a character that's adjacent or has the Borg keyword, after resolutions opposing characters can't use that power this turn. Protected: Pulse Wave.
From the Comprehensive Rulebook (section 20.5):
"When something can’t be used, this prevents the use of all parts, including active effects, passive effects, granted abilities or keyphrases."
There's a very subtle difference in wording between OUTWIT and ADAPTATION,
I think OP's assumption checks out and the effects of the Outwit that triggered ADAPTATION would be turned off, similar to Outwitting Outwit.
