If u r equipped with an item that gives u eg poison can that be outwitted. Outwit does says items on characters card.

Outwit allows you to declare any standard power in the PAC - this will work regardless of source - dial, equipment, another character, etc.

It's any standard power OR a special power printed on the card. On the card only refers back to special powers, not standard powers.
