When a recruiter recruits a character from the sideline, is the generated character placed adjacent to the figure that used RECRUITER?
Sample recruiter power:
RECRUITER: POWER: Choose a character with the Mystical keyword in your KO area that hasn't been chosen for or generated by a Recruiter effect. If you do, generate a character with the Mystical keyword from your Sideline that has a lower point value than the chosen character. This game, the generated character can't be replaced and your opponent scores them immediately instead of when they're KO'd.
By default, a generated game element is placed adjacent to the game element whose effect brought it into the game. Such an effect may instead specify where on the map to place it.
Wishing for competitive Judge Dredd figures for Modern Age...WizKids are you listening?!?!
Ohmygod that's so much better than I thought it was. For some reason, when I played recruiters in the past, I generated them in the starting area. Not sure why, but I just naturally thought to place them there. And that wasn't very helpful as it took me several turns to get them into the fray, seemed like a waste of points. Now I'm much more eager to play them.

You weren't wrong about them being a waste of points (except for Strange's options)...
Waller KOs: AA Robin, Kid Devil, Joker, Question; AW E Cap; FCBD Iron Man; Miracle/Oberon; John Stewart x2, Iron Patriot; Shatterstar; IH Herc; CW Photon & Nitro; FF Nite Owl; 10An R Thor, E Iron Man, Weapon X; FF Kilowog; Hugo Strange; Calender Man; Legion Cosmic Boy & Lightning Lad, LE Pete Wisdom
Yeah, you don't want to bring sideline characters that are more points than the characters on your force, or you won't be able to bring them in. I played a game with MOE and had a range of point values for my sidelines because you never know who will be KO'd and you want options for everybody. then my team did well and I didn't really have a need to call in anybody.
But Masters of Evil is a really great option for this mechanic, I think. Lots of good mid-range pointed characters to choose from.

I brought an Avengers team with the Captain America recruiter and got so much mileage out of being able to bring her in when I wanted to...
I also had this as an option to bring in some extra support:
I don't think they're all a waste of points at all. But Strange definitely has the best keyword since it's generic and full of ridiculous figures.
You're running that She-Hulk with Mind Control being as prevalent as it is? Oooook. Doesn't seem worth a precious sideline slot to me. Sharon isn't terrible.

I keep looking at MoE as well, because there are a number of figures who I wouldn't want to shlep out from my starting zone but who could really have an impact if they appeared in the middle of the battle. One example:
If you've already weakened an opponent, having that 12 Attack/ Damage blaster appear in the middle of the battle can be great.
Now, let's be clear with two caveats: No, I wouldn't play this at Worlds. And I'd probably only play it at 500 or 600 points. But for an average weekly venue game, it could be fun.

As far as I could find, She Hulk is the only 12 AV , 4 dmg Avenger at/under 40 pts.
If MC is still a board threat, hopefully she can hit the MCer.
So would a player have to intentionally limit any figure with a recruiter ability to generate 99 points or under? does the game always end if 100 point over build total were generated? - or is that rule only for tournament play?

This was why she was on my sideline. I treated the Recruited characters almost like ID characters. With the control over when and where they come in, weaknesses like hers are much less of an issue.
In fact, she did exactly what you said here multiple times. I brought her in and she eliminated the Mind Control threat.

That's a general rule. But it's about points scored, not points generated.
"Their opponent scores victory points equal to the build total plus one hundred (100) points."
So even if you lost a figure worth 150, then recruited a figure worth 100, they would still have only scored 250 and the game wouldn't end.
Apologies for the multiple posts. I can currently only post from my phone.
