POWER COSMIC BLEEDING THROUGH ENCHANTED URU: Thor has an additional target for each Power Cosmic token he has. // When Thor hits 3 or more characters, instead of normal damage, each hit target is dealt damage equal to his printed damage value.
If I gave Thor pulse wave and I hit 3 or more targets would his trait trigger and do 5 damage to each target?

Let's pull up some relevant text here first, just so it's all in one place:

Some attacks don’t deal normal damage and use the phrase “instead of normal damage.” You deal the specified amount of damage, or apply the specified effect, instead of dealing (or dividing) the attacker’s damage value to the target(s).
If multiple optional effects that do something “instead of normal damage” would apply, the active player chooses one to apply and the others are ignored.

Looking at the above rules and clarification from this post on the rules forum, once you activate Pulse Wave as an action you are locked into its non-optional "instead of normal damage" effect of dealing 1 damage. Thor's effect would not be applied.
Note that this would also apply if you attempted to use Energy Explosion:

Ok but Thor's power is not stated as optional.
what gives priority to pulsewaves damage ?
Because you activated an action (Pulse Wave) that includes a non-optional "instead of normal damage" effect. Thor's power is not an action, but is instead a triggered effect that comes later and therefore has lower "priority", so to speak.
I included the the relevant rules in my last post.
