Exploit Weakness does seem like an odd option to give her top click. She is basically a free smoke cloud with good mobility with barrier and defend. Is that worth 100pts? It might be, anytime you can do free damage without rolling to figures that dont have reducers you can cause a lot of havoc. How good she is will likely depend on what you are facing. Not a bad piece by any stretch.
