Special Attack power:

BEEHIVE CANNON: Incapacitate, Precision Strike. When Bumblebee uses Incapacitate, she also deals normal damage to hit characters given an action token.

Question:

What is considered normal damage? In this instance, to me it seems like her damage value being dispersed among characters hit by her Incap. I don't like to assume in this game. Is there anywhere that references this the term "normal damage"?

12.4b Normal Damage
Damage dealt from an attack using the attacker’s calculated damage value is called
normal damage. Normal damage may be penetrating (but not unavoidable), or the
damage may be divided up, but it is still normal damage.
