This is a 2 part question I've been mulling over for the past few days and I've hit a dead-end.
I recently got the Legacy Card for the Chief from Doom Patrol and have been keen on putting together my own twist on the Robot, Soldier, Celebrity combo. Taking inspiration from the tv show and the Chief's goal of achieving immortality through his experiments, I wanted a team that could self heal or at least survive a bit of punishment.
So to that end, I've selected xmrf064 Diamond Patch as the Celebrity for his trait:
DIAMONDS ARE FOREVER: Invulnerability. Diamond Patch can reduce penetrating damage. // At the beginning of your turn, heal 1 click.
For the Robot, I decided on smba049 SP//dr with their trait:
SYSTEM REBOOT: At the beginning of your turn, heal SP//dr 1 click. // SP//dr can't be healed by any other game effect.
So my question is, can you recommend a good selection for the Soldier part of this team ? Points are not real consideration for this as it's just for fun.
My other question is, are there any characters out there who can grant protection from Outwit to their team-mates ?
Fun team idea. Been working on something similar myself...
For your build, I might look at AFFE Rikki Barnes for the "Soldier."
If you play her aggressively and she's KO'd first, she'll heal back up to click 1 just from the TAs on your own force. Plus she fits with the "make free attacks" theme your team also has going on.
That leaves you 25 points for equipment, or maybe a couple Crazy Jane tokens.
Oh, and The Chief does offer some protection from Outwit to his recruits, if he makes Leadership and they Outsiders themselves. Not the most reliable, but it's a possibility.

The Protection from outwit was for another build I have on the drawing board. I am quite tired of seeing my heaviest hitters going down in flames due a power that just arbitrarily shuts things off. Everything else is a roll of the dice, seems like Outwit shouldn't be much different. Just my opinion.

Oh, my bad. Well, there’s Legacy The Chief as mentioned.
There’s also the AF She-Hulk, who grants it to an adjacent friendly (but does not have it herself).
Going into the Units section under Advanced Search, scrolling down to “Search all special powers” and typing “Safeguard: Outwit” will get you a few more I won’t bother to link, usually with some element of dice-roll to succeeding or an a restriction on the recipients. The new Iron Spider Prime, Mr. Fantastic of the Fantastic Thors, Emma Frost from the Hellfire Gala set, Captain Britain Rogue, Sunspot from AFFE, just to name a few.
Then there are effects that give a friendly character Cosmic Energy/Power Cosmic/whatever (obviously, figures that just have that printed are your first stop for blocking Outwit). Consider the Norrin Radd chase from AFFE (who grants it too late in the turn for post-2021 Willpower to trigger, but still) and the FF 2021 Storyline Invisible Woman (probably at her lowest point value, if you’re trying to get her on her STOP clicks early).
