This confused me well, and based on this statement I have a question.
Let's have two characters on my force. The first one can use Sidestep, and the second one can use Sidestep too.
Can both of them use Sidestep in my turn?

Yes, the rules are talking about individual "characters", NOT players. So each of your characters would be able to sidestep on your turn, but if the had an equipment which also granted them sidestep (for example) then they wouldn't be able to sidestep again.

In addition to what super said, that wording is there so that if say, you go from a special pose granting outwit, take damage and go to a click with just outwit, you can’t activate the outwit on the new click.
