Its hard to rate a figure like this because by himself he's just average with cheap leadership and tk. However when teamed with the right guys that can take advantage of that phase/attack ability he becomes strong. Combos very well with tesseract equip.
Yeah, he's really looking for a Tesseract-wielder. In Constructed, with the Common Loki holding the SR's equipment, he'll be indispensable. In Sealed, he's TK (not much of that in this set, to be fair) and he's Leadership (plenty of that going around already). His special works on himself, but he's got no better than ESD for defense - like most of the pieces in this set with Phasing/Teleport top-dial - and unlike them, he's only rocking a 9 attack. But then, he's only 30 points, so maybe the TK alone gets him the nod.

A figure that makes everyone else better but they themselves are okay is a support piece and you rank them based on how well they do that. If the supports okay and he's okay, 3 star. If his support is amazing and he's okay 4 star. If his support is amazing and the piece can hold it's own 5 star.
1 and 2 star should be reserved for terrible powers, costs too much, is too clunky or is just missing something.
Pairs up really well with 038 Kitty Pride from Empyre. He not only lets her phase/teleport and attack with blades while taking max 1 damage from attacks, but can also TK her to safety on the very few turns when she would take normal damage.
Very useful support piece for any team he can fit on. TK and Leadership for a budget price, but the real kicker is enabling people that couldn't normally move and attack with Phasing/Teleport to do so. I can't think of any big players off the top of my head that wouldn't find some use for that, I personally like using Mobius with Sylvie to enable her to reposition for her Mind Control chain, even smarter players than me are gonna find characters even more broken with this guy.

He also pairs really well with that WW80 Flash Chase. If I'm not mistaken, you could potentially get 3 attacks off for free after phasing 4 squares away.
Yup, I actually just ran a team with Mobius, XMRF 020 Silver Samurai, AFFE 038 Kitty Pryde, HoX 058 Cable, SVAC 062 Spider-Man 2099, and WW80 070 The Flash.

its hard for you to rate anything accurately because you go for quantity over quality. this guy is a solid support piece.
Does the character Phasing have to be in range after they finish moving to get the free attack? Or just as long as they started in Mobius’ range?
Pretty sure they just have to start in Mobius' range (with the usual caveat of "rules question rules forum," "I am not an official WK rules person," etc etc).
