Well, both of those sound like "off-days" for Bart and Wally, under Geoff Johns' rationale, which I'm surprised that you would accept in the case of Impulse getting his knee blown off.
Wally and Bart have different levels of ability. It has been shown that you can shoot at Wally, so that he never sees or hears it coming, and the bullet can impact his body, and his reflexes will kick in and allow him to effectively stop time relative to himself, move out of the way, locate and catch a dozen or so airborne rounds, and then disable the attacker, all within a 20th of a second from when the round impacted him, and all with no damage to his body.
Given that, the idea that he could impale himself on Deathstroke's sword is ridiculous. The instant the blade touched him, he should have been able to stop, back up, take a good look at the blade, go home and grab a light snack, come back, take the sword out of Deathstroke's hand, and tie him up, all in the span of one of Deathstroke's blinks. It shouldn't have left a scratch on him.
Bart has NOT displayed this capability. He's fast, but he's never been shown to have reflexes of that calibur. When Deathstroke shot him, it was at point blank range with a shotgun, catching himm completely flatfooted, so it's highly reasonable that he might have taken the hit.

I think it's highly likely that I would have been disapointed with most Impulses, but it's no inevitable. I think they could definitely have made a good Impulse figure that I could get behind. They just didn't.
Note that his speed value would be based on Wally having 16-18 MV. This could be reduced to 12 for his first three clicks if Wizkids continues to insist on being Graysons about it.

What's wrong with that? This is why i was saying that they should be more open with their creation process, allowing players to evaluate their design decisions before they're too late to fix, and preventing design errors like this before they happen. Some of thier mistakes are just nuts, like Mutant Mayhem Wolverine, who SHOULD have by far the most Regen on his dial of any Wolverine ever made, and yet has the least. They wouldn't get this sort of thing wrong if they just consulted with fans ahead of time.

I don't think Bart's AV should be as high as Flash. Flash should still have 1-2 points on him. But it should be very high, regardless. I don't think that Robin's AV should be as high as Batman's, but it should be much higher than most (although Batgirl's AV should be higher than Batman's, she's a beast). I don't think that Superboy's damage should be as high as Superman's, but I think it should be higher than most.
Overall, "teen sidekicks" should have lower point values, and lower overall stats, than figures that are basically adult versions of themselves, but in SOME ways, most teen heros ARE superior to OTHER adult heroes, and that should be factored in.
Oh, BTW, those stats would leave him with 1 less click than Nightcrawler, one more click of phasing at the expense of two clicks of HSS, 1 more AV, 1 less damage across his first three clicks, three clicks of Perplex more, 2 less clicks of SS, 2 less DV on his first click, and lower DV on all his clicks, and the same TA. I think they could squeeze him in for the same amount of points as Nightcrawler, or at least for under 100 points.
i agree for the most part wiht ikid flashs stats. now the parts where people are saying he should be titans on his rookie level i do not agree with. he was a member of arsinals new titans for such a short time that they didnt even acknolwlage it in any other comic series impulse was a part of. until he hit young justice he was either tagging along with flash learning the trade or hanging out with max, impulse is one of my fav characters and i didnt even realize he was with the titans at one time before(wich sucks now cause that means theirs more #### comics i am going to have to search for and by.....thanks alot).
