In Legacy there are a LOT of wildcards, so I think it'd be best to take full advantage of that. Johnny Alpha not only offers 2000AD for his team, but also adds in some relatively cheap mobility. Intergang Medic gives the team a healer and is a source of pseudo-Outwit, Destiny offers some Probability Control and free movement, and and the 2 pogs give you some cheap extra TAs and the potential to thoroughly embarrass your opponent by KOing one of his/her figures with them.

Add in a pog...I like Franklin Richards at 4 pts for an even hundred, but I'm sure there are others.
Raven RULES, and there's enough Wildcards in Legacy to hope you can use the Titans TA. Or heck, you might pull a Titan. Legacy is so healing deficient and High Defense, this is the best way to ensure you can hit your figs to heal.

This works as mobile fire support. Destiny uses Brotherhood to position where needed. Saturn Girl, copying Brotherhood, carries the DEO agent (on her perplex click) next to a ranged combat figure. SG can copy PD to add +1 attack and SG and the DEO Agent have perpelxes that can be added to attack or damage. SG can also be mobile cover by copying Batman Ally. She can also be used as a secondary attacker with her Mind Control
