No, water only counts as hindering terrain for movement purposes, not stealth (or terrain bonus on defense).

Flier can ALWAYS do ranged combat. Even if Hal in your example was surrounded on all 8 sides, he could use his RCE.

Assuming he has LOF. If he is surrounded on all 8 sides he won't have LOF to 4 of the adjacent characters. (So he could use RCE on 4 of the characters, but not on the other 4.)

They can do ranged attacks even if they fly and their based with another flier?

A flyer adjacent to an opposing flying character may still perform a ranged combat attack against any character within range and LOF.

Okay, I have a question about this. Why wouldn't he have LOF to four of the characters? There is no "firing arc" concept in HeroClix, so all characters can see 360 degrees and react in all directions. So if Hal was surrounded by 8 characters, it would look like this (Hal is the H, Xs are the enemy figures):

He should have LOF to all 8 characters.

No, the guys on the corners are blocked. If drawning a LOF on a diaganol through two characters, they qualify as blocking.

Because you can't draw a line of fire between two character bases. Since the guys on the corners are on a diagonal line running between the two people immediately adjacent to them, you can't draw a line of fire.

Example

E1E2
E3F1

F1 can fire at E2 or E3, but not E1 since the line of fire would pass between the 2 bases of E2 and 3.

E1 E2
E3F1

Now F1 could fire at all three since no two bases block line of fire to any other base.

Not really....trick shot only works when not adjacent.

A lot of people I know play that Aquatic characters get stealth when they're on water squares.

It makes Aquaman LOTS of fun to play!

As long as they understand that it's a house rule, and that if they go to a Marquee or one of the other large tournaments house rules won't apply, that's cool.

I think Aquaman is some fun to play anyway. All he wants is a Pepsi... machine. (And some TK, of course.)
