you need outwit & Perplex to run Brilliant Tactician, so the above are pieces that have both powers & the color shows you if you get to use the perplex right away or will have to wait for it. Oracle for instance has a click of Leadership, then 2 of Outwit, then the perplex... Factor in the card & she'll never be a decent canidate for Brilliant Tactician, but she can use it sionce she has both the prereq powers.

OK, that explains why I didn't get it. The only prerequisite is perplex (and obviously a team ability even though it's not stated). You don't need outwit.
