1) You must assign no less than 2 figures on your team as Agents of Oracle. It costs 10 points per Agent and, again, you must have at least figures assigned this FEAT.
2) When an agent performs an action that results in an Action Token (attack, move, etc) you may add 1 to any Value on that figure's dial. That +1 remains until the beginning of your next turn.
B) If you have U Oracle on your team. Same as above PLUS:
1) At the start of your first turn you must place U Oracle on this card and off the battlefield. The only way she can be KO'd now is if all her Agents of Oracle are KO'd then she is automatically KO'd.
2) Any of her Agents may, as a Power Action, spin Oracle's dial to any power she has. That figure has that power to use from that point on in the game. The only way for that figure to lose that power would be if another Agent decides to use a Power Action to gain the use of Oracle's powers.
So hypothetically speaking:
You have V Legacy Fan-Boy Batman, E Black Canary, R Huntress, U Oracle, and E Flash on your team. You decide to assign the In Contact with Oracle FEAT to FB Batman, Canary and Huntress which costs you 30 build points.
You set up as normal. On your first turn you place Oracle on the ICwO card.
FB Batman moves up and finds hindering terrain to plop down on. You declare that you'll use ICwO to up his defense to 18 (17+1 for ICwO). Black Canary will use ICwO to up her movement +1 so she can make it to hindering terrain too.
Huntress decides to use a Power Action and spins Oracle's dial to Perplex. Huntress now has Perplex. She uses her ICwO +1 to up her defense to a 16 (15 + 1) and she Perplex's Flash's Movement to a 12 so he can make an attack.
Next time on your turn:
Batman pushes to take a Power Action and gain the use of Oracle's Perplex. He uses his ICwO to add +1 to his defense again giving him an 18 defense. At this point Huntress loses the use of Oracle's Perplex. Bats uses the Perplex to up Black Canary's damage to 2.
Black Canary decides to attack. She use her ICwO to up her range to 5 (4 base range + 1) and tries to hit the opponent for 4 damage (base 1 + Perplex +1 plus CCE +2).
Huntress clears and so is unable to use ICwO to affect any of her stats this turn.
And that's about it in a nutshell. Hope that makes sense and helps...

You were right except that Black Canary cannot use cce on a ranged attack. Other than this, you are not required to use Oracle on the card and she can be used as a normal figure. I am sure that you meant this but your description seemed to indicate there was no choice.

Yeah - the Black Canary CCE thing came up because I originally had he making a close combat attack but switched it to show that ICwO can also affect Range.
And you're right it does sound like if you use Oracle and the card you have to put her on it.

So the +1 can go to a Value not displayed, or is it +1 to any displaying Value?
Like perplex, it has to go to a value on the dial. I'm not sure what you're meaning by a value that's not displayed, but unlike perplex, if you take damage or something to change which click you're on, the ICWO bonus does not go away.
Also, you can now outwit powers that Oracle grants to her agents, and Oracle is now unaffected by battlefield conditions (namely, Earthquake. Both mentioned in the most recent FAQ, I believe.)

You can only add the +1 modifier under these circumstances:
A) An agent of Oracle must be taking or has just taken an action that results in an action token being placed that turn. If you move or attack you can use the +1. If you clear, pass, or only use a Free Action (Outwit, PC, Perplex, Leadership, Poison, etc) you may not use the +1 Modifier on that turn.
B) The only things you can add the +1 modifier to are your Movement Value, Range Value, Attack Value, Damage Value, or Defensive Value and only to the agent of Oracle.
C) It is not like Perplex. The modifier does not disappear if the figure is healed or damaged and does not end at the end of that figure's turn. Also, you cannot use the modifier when not taking an action and you can't use the modifier to help another figure.
