Right. A team ability is required, as well as Perplex and Outwit. Grinner has a post somewhere on here that shows all the current figures that can use BT. Run a search for his posts and you'll see it.
In my day, we didn't have Heroclix. If you were being attacked by Superman with a 3d dumpster, you just had to hope you could outrun him.

Since the TA is a prerequisit, you could theoretically put Brilliant Tactician on someone like Mad Thinker (who does meet the prerequisit Perplex and Outwit), but that figure would never be able to use the Feat. So unless you just want to make someone more expensive, perhaps for Mind Control or Master Mind purposes, then there really isn't a point to putting BT on those figures.

Correct. I am sure there is a "well, you could assign the Feat to a character, but it would be useless" scenario. But, the figure does need to to have a Team Affiliation for it to work.

It included that Sue should have the wing sybol,and that Outwit does not need to show on the characters dial at all anytime for them to use this feat.

That's not what it reads. You still need to have Perplex and Outwit on the dial to assign the Feat to a figure. However, what it cleared up was that you may use the feats' "power", if you will, when Perplex is showing on the dial. Thus, you cannot use it when Outwit is showing on the dial.

You are misunderstanding the FAQ.
You must still have Outwit somewhere on the dial to have BT assigned in the first place. Without Outwit on the dial (as well as Perplex) then the figure does not meet the prerequisits and could never be assigned the Feat card.
What the FAQ is saying (and there's a copy below for those of you who haven't seen it yet) is that you do not need to have Outwit showing on the dial at the time you use BT. Up until this Feat, all prerequisits had to be showing on the dial for the Feat to be used (L/C for Pounce, Incap for Stunning Blow, etc). However, since Perplex was also a prerequisit, this caused some initial confusion over how you could have both Perplex *and* Outwit showing at the same time. The FAQ cleared this confusion up. You still must have Outwit somewhere on the dial, though...
From the July Marvel FAQ:
Replace the text on the card with: “Prerequisites: Outwit and Perplex Choose a character. Outwit does not need to show in the character’s stat slot in order for the character to use this feat. When the character uses Perplex, it may affect every target friendly character within 10 squares of it that shares a team ability with it. The character must have clear line of fire to each target.”
No one has answered my question about wild cards like Taskmaster and Braniac 5...can they use whatever TA they copy with BT or do they only get to use it on Minions/Legion?

There hasn't been a definitive answer yet. As soon as I hear something, I will pass it on.
