Yes. The Pulse Waver is unaffected by its own Pulse Wave.
you have a PW'er in range of FF Thing (sporting the FF alt TA feat card) and LE Sue Storm is out side of PW range and on her first click. Does the PW still have to hit a 19 defense?

No. The Thing is also consider Feated with AFF and it will be ignored during the pulse wave.

That is correct. It works really well for the Doctor Doom LE from CT (10 AV, 3 Damage, with Perplex, Master Mind and Pulse Wave all for 68 points).

It seems that if you perplex first, when the Pulse Wave or Energy Explosion action took place, it's description says "...this damage value becomes one for the attack...." Wouldn't it become 1, regardless of how highly it was perplexed before the attack?

They weren't talking about the damage value. They were talking about using Perplex for other values.
As for your Ultron thing, it doesn't work unless you are use Enhancement and/or SHIELD TA.

Actually, if there is only one figure in the range of the Pulse Wave, the damage is not reduced to 1. So you could perplex up Nimrods damage to 7 and as long as there is only one figure in the range of the Pulse Wave it does the full damage.
However this will not work with Nova Blast because it specifically states it uses the unmodified damage value.
