I know L/C'ers can attack someone on elevated terrain standing from the ground, but does it work the opposite way as well, from elevated down to the ground?
And can you outwit at the end of a running shot? My Bishop runs 4 squares for a running shot, and before actually rolling the dice, can he outwit??

From the Heroclix FAQ: Leap Climb - (optional): When you give this character a move action, it automatically breaks away and ignores the effects of characters, hindering terrain, and outdoor blocking terrain on movement. This character may end its movement on elevated or outdoor blocking terrain. This character may target a non-soaring or soaring figure with a close combat action, regardless of the target’s elevation.
So yes, with L/C you can punch someone up on a rootop from the ground, down to the ground from the rootop, or even down from soaring to any elevation if you're the one flier with Leap/Climb: U Mimic.

Nope, sorry. Running shot is a Power Action, and until that entire action is resolved, no other actions may be taken. The only powers that could happen during running shot are Enhancement and Probability Control. Enhancement says "at any time" so it's ok, and PC doesn't require an action to be used.
Note: Just FYI, Running Shot grants a ranged combat action, and the following could be done at the actual 'shot' of RS: Incapacitate, Psychic Blast, Energy Explosion, and Pulse Wave.

Just want to clarify something here. You can actually do Free Actions anytime, even during another action, such as Running Shot. The problem is certain Free Actions, like Outwit and Perplex, specify in their descriptions that they can't be used during another action or that they must be used at the beginning of the turn, like Leadership. Other Free Actions that do not have any kind of restriction can be used in the middle of other actions. Right now, though, that pretty much limits it to Enhancement.
