So my question is does only the character who recieves the healing hasto ahve the team ability and not the character that is ko'd? Or do both have to have the team ability? The wording on the PAC is vague and suggests that only the character receiving the healing needs the ability. Could someone please clear this up for me?

Correct, only the character receiving the healing must have the Suicide Squad TA. One of the more effective ways to use the ability is to move a bystander token up next to the SS TA character then, on the next turn, push the bystander for an instant KO. Instant KO = Instant healing.
