Is it legal to perplex down the Damage value of a character with 3 Damage, and then Pounce with that character (same question goes for nanobots)?
No. From the Icons rule book (page 29, under 'Feats'):
In order for a character to use an assigned feat, any prerequisites for the feat must be printed on the character’s base or visible on its combat dial through the stat slot. If using a feat requires giving the character an action, then the prerequisites must be present on the combat dial at the time the player gives the character the action. Combat values cannot be modified to meet the prerequisites to use a feat. A character that already meets the prerequisites to use a feat may have its combat values modified as long as the modified combat values still meet the prerequisites to use the feat. A feat assigned to a character
is in effect during an action unless the player who controls the character indicates at the beginning of the action that the feat is not being used. The feat resumes its effect immediately following the completion of an action where it is not used.

Some feats require the player to choose a character or characters that meet the prerequisites for the feat and assign the feat to the chosen characters. This choice must be made when building your force; only the assigned character or characters may use the feat. If a character must be a member of a particular

I mean, when pounce first came out I saw quite a few people go "wow, Parasite might actually be decent!" or "Hulk can finally jump into a fight without being KO'd right away!" Yup, pounce would've make hulk and parasite good. Apparently wizkids can't have some of the "cooler" figures being useful, yet give super-git hss and a minimum of 10 range. whoopee!!
note: Doesn't mean I don't like the game but dang, when was the last time you saw a version of hulk played? Or parasite for that matter?

I would think that the first part is a legal combo. Since the character already meets the prerequisites to have the feat assigned...and then since any modified values still fall within the prereq range...this is legal
Unless the wording of this means that in the case of Pounce or Nanobots...the damage value can be modified up from a lower number...but still remain within the prereq...
so this assumes that the character meets the requirements at some point.
I was reading that "to use" meant the action using the feat....but like Trick Shot...RCE must be showing for an example from the first part of the paragraph....
Then in the 2nd part...the values could be modified....

To re-state: stats cannot be modified to meet a pre-req, but they can be modified if they already meet the pre-req and still meet the pre-req after the modification.
In short, you cannot Perplex DV down from 3 to use pounce, and you cannot Perplex DV up to 3 and still use Pounce, but you could Perplex the DV up to 2 (from 1 or 0) and still Pounce.
