Nope, sorry. SHIELD TA specifically says "When a friendly character makes a ranged combat attack" and the attack doesn't occur until after the movement.
It just won't work... which is too bad, 'cause with all the Perplex, ICWO, and Enhacement out there, it is getting harder and harder to come up with good reasons to use SHIELD (other that because you want to use that particular character). From an efficiency POV, SHIELD just isn't as useful as many other types of modifiers :disappoin

I understand about the RS part and sharing AV via SS; I was just trying to find ways around the -2 that using the Transporter ability gives you. Any suggestions on other ways to do it?

Lots of Perplex. The rule of 3 means that the overall a stat can't be effectively modified more than 3 times. However, with the -2 modifier of the transporter move and attack, you could Perplex up the AV 5 times and come up with a net +3.
Other combination could work, too. For example, since Hawkeye has range, you could have with ICWO his AV once, Perplex the AV up twice more, than have him run up to two Hydra characters already in position. This would give you the +5, too.
Alpha Flight Feat and E Shaman. Declaring Alpha Flight TA and Perplex from Shaman will give him 13 AV, dropping down to a very respectable 11 for the Move and Attack.
Also, a good ol' Scarlet Witch could help him too. Remember V Hawkeye has 3 targets, and if he's, say, on a rooftop corner*, he can see a whole bunch of things to shoot at. Since you are losing RCE anyway when you move-and-shoot, might as well "hedge your bets" and attack 3 targets at once. Unless your opponent is fielding an Alt FF team, he's bound to hit something, especially with 2 chances.

*Question: When Hawkeye chooses 3 targets, must they all come from the same side of his double base, or can he target 2 figs in front of him, and target one from the uhh... rear?
He has be able to draw LOF all from the same square, so it is possible that the other end of the character could potentially block LOF. From the general errata (under 'Double Based Characters'):
If a line of fire is being drawn from one half of a double-base character and the line of fire crosses a square that the other half of the double-base character occupies, the line of fire is blocked.
