Nope.
Passanger says When this character uses leap/climb or Phasing/Teleport...
That is a move action.

Pounce says Give this character a Power Action...
That is NOT a move action which is why you can't use L/C when you pounce and why you can't ignore hindering terrain while pouncing.

So they don't work together.
